The Russian government-owned development bank Vnesheconombank (VEB) has come to an agreement with the Kaliningrad government to pilot a Blockchain-based payment platform. The VEB and the city's government are hoping that Blockchain technology will improve the efficiency of social services by cutting costs and increasing transparency.
