The author nicknamed BTC_StKN, apparently, wants to help BCH integrate some upgrades and new options. StKN objects to the miner voting approach, saying that it turned into a failure for Bitcoin when SegWit2x was suggested.

Basically, the user rejects the currently existing model. However, he does propose several solutions. Among other things, he believes that coin holders could give their vote to approve or reject decisions on various issues. But he also leaves it to the BCH team to decide on the new scheme.
